The University of Dhaka, established under the Dhaka University Order 1973, operates as an autonomous public university with statutory obligations defined in the University Calendar and Ordinances. In accordance with these legal frameworks, DU is mandated to uphold integrity, ethical governance, and public accountability across all academic and administrative functions. The University of Dhaka (DU) upholds the highest standards of integrity, transparency, and accountability in all academic and administrative affairs. In alignment with the National Integrity Strategy (NIS) of Bangladesh, the Annual Performance Agreement (APA) framework, and international best practices, DU adopts this policy to prevent corruption, bribery, and misuse of authority.
This policy applies to: - All faculty members - Administrative officers and staff - Students and research personnel - Affiliates, contractors, and external partners engaged with DU
3.1 Zero Tolerance
DU enforces a zero‑tolerance stance toward corruption, bribery, extortion, nepotism, academic misconduct, or irregular financial activity.
3.2 Transparency in Decision‑Making
All decisions involving recruitment, procurement, fund allocation, scholarships, research grants, and promotions must follow publicly documented procedures.
3.3 Compliance with National Law
All University operations must comply with: - Public Procurement Act (PPA) 2006 - Public Procurement Rules (PPR) 2008 - Right to Information Act 2009 - Whistleblower Protection Act 2011
4.1 Internal Audit and Financial Oversight
- DU Finance & Accounts Section conducts periodic internal audits. - The Audit Report is reviewed by the Finance Committee and approved by the Syndicate. - Annual audited financial statements are publicly disclosed.
4.2 Ethics and Integrity Committees
- Central Ethics Committee oversees academic and administrative integrity. - Departmental ethics committees monitor faculty, staff, and student conduct.
4.3 Complaints and Redress System
- Complaints can be submitted confidentially to the Registrar’s Office or Proctor’s Office. - The Complaint Redress Committee (CRC) documents, investigates, and resolves cases. - Anonymous reporting is permitted.
4.4 Whistleblower Protection
- Retaliation against any whistleblower is strictly prohibited. - Whistleblowers may request confidentiality and protection.
Violations may result in: - Formal warning - Suspension of duties - Revocation of privileges or titles - Legal action under state anti‑corruption laws
The policy will be reviewed every three years by the Office of the Vice Chancellor in consultation with relevant committees.
