This policy is enacted under the authority of the Dhaka University Order 1973, the University Calendar, and all relevant Statutes and Ordinances that govern academic autonomy and institutional responsibilities at the University of Dhaka.
The Dhaka University Order 1973 grants DU statutory autonomy in teaching, research, examination, administration, and governance. Guided by this foundational legal framework, as well as the University Calendar and its Statutes, DU affirms academic freedom as a core institutional mandate essential to fulfilling its public responsibilities. Academic freedom is central to the mission of the University of Dhaka. DU is committed to creating an environment where scholars and students may teach, research, publish, and express ideas without censorship or undue interference.
This policy ensures: - Protection of intellectual inquiry - Freedom of expression in academic and public forums - Ethical and responsible use of academic freedom - Alignment with global standards of higher‑education autonomy
3.1 Freedom in Teaching
Faculty members may design curricula, select materials, and engage in pedagogical innovation aligned with departmental standards.
3.2 Freedom in Research
Researchers may pursue topics of their choosing, publish findings, collaborate internationally, and participate in scholarly debates.
3.3 Freedom of Expression
Teachers and students may: - Present academic opinions in class - Publish research and commentary - Participate in media discussions and public forums
Academic views expressed in public represent personal scholarship and not institutional positions.
4.1 Institutional Review Boards (IRBs)
All research involving human subjects must be reviewed by an IRB to ensure ethical integrity.
4.2 Academic Integrity Committees
Each faculty will maintain a committee to: - Monitor plagiarism - Ensure responsible publication practices - Uphold disciplinary standards
DU prohibits: - Retaliation for academic viewpoints - Suppression of scholarly opinions - Political or administrative interference in research
Faculty and students have the right to contest any infringement through established grievance channels.
DU maintains open civic zones such as TSC, Shahid Minar, and Aparajeyo Bangla for: - Academic debate - Cultural programmes - Public discourse
These spaces symbolize DU’s historic commitment to free expression.
With freedom comes responsibility. DU scholars must: - Uphold scholarly rigor and accuracy - Respect diversity of thought - Avoid hate speech or incitement - Comply with ethical research standards
This policy is reviewed every five years to reflect emerging academic norms, technological changes, and global higher‑education standards.
