Employment Non-Discrimination Policy
1. Title
This policy shall be called the Employment Non-Discrimination Policy of the University of Dhaka.
2. Legal Basis
This policy is issued in conformity with:
- The University of Dhaka Order, 1973, particularly provisions relating to employment, service conditions, and administrative authority;
- Relevant government service rules applicable to public institutions;
- Established practices reflected in the University Calendar.
3. Purpose
The purpose of this policy is to ensure that all employment-related decisions within the University of Dhaka are free from discrimination, uphold fairness, and promote an inclusive, safe, and equitable working environment for all employees.
4. Scope
This policy shall apply to:
- All categories of employees—teachers, officers, third-grade employees, and fourth-grade staff;
- All employment stages including recruitment, appointment, promotion, evaluation, training, disciplinary processes, and workplace conduct.
5. Definitions
For the purpose of this policy:
- Discrimination means any unequal, unjust, or prejudicial treatment based on characteristics listed in Section 6.
- Employee refers to any person employed under the University as per the provisions of the DU Order and service rules.
- Harassment refers to any conduct that violates dignity, safety, or equal opportunity.
6. Non-Discrimination Commitment
The University of Dhaka shall maintain a zero-discrimination framework.No employee or applicant shall face discrimination on the basis of:
- Gender
- Age
- Religion
- Disability
- Ethnicity
- Political belief
- Socioeconomic background
7. Policy Principles (DU Non-Discrimination Pillars)
7.1 Transparent Recruitment
All recruitment processes shall follow publicly announced criteria, merit-based evaluation, and uniform procedures approved by competent authorities.
7.2 Equal Opportunity Promotion
Promotions and career progression shall be based solely on qualifications, performance, and service conditions as defined in the University Calendar and other approved rules.
7.3 Anti-Harassment Committees
The University shall operate legally constituted committees for preventing harassment, resolving complaints, and ensuring workplace dignity, in line with national regulations.
7.4 Disability Inclusion
The University shall adopt reasonable accommodations and accessibility measures to ensure equal participation of persons with disabilities in work and institutional activities.
7.5 Confidential Complaint Mechanisms
A confidential and impartial mechanism shall be maintained to receive, record, and address complaints of discrimination or harassment without fear of retaliation.
8. Implementation
- The Registrar’s Office shall ensure enforcement of this policy across all administrative units.
- All Deans, Chairpersons, Directors, and Heads of Offices must comply with and promote this policy within their respective units.
- Periodic awareness sessions may be conducted to reinforce compliance.
9. Monitoring & Review
- Compliance with this policy shall be monitored by relevant committees designated by the University.
- The policy shall be reviewed periodically to remain consistent with government rules, DU Order 1973, and evolving institutional needs.
10. Effective Date
This policy shall come into effect upon approval by the authority of the University of Dhaka.
