Non-Discrimination and Inclusive Policy

1. Title

This policy shall be known as the Employment Policy: Pay Scale Equity of the University of Dhaka.

2. Legal Basis

This policy is framed under the authority of:

  • The University of Dhaka Order, 1973, particularly provisions concerning administration, service engagement, and institutional oversight;
  • National pay scale regulations and government service rules;
  • Relevant guidelines reflected in the University Calendar and financial policies.

3. Purpose

The purpose of this policy is to ensure an equal and fair salary structure for all employees of the University of Dhaka. In implementing the national pay scale, the University shall prevent any form of discrimination based on race, color, physical ability, gender, religion, minority status, caste, or belief.

4. Scope

This policy applies to:

  • All faculty, officers, and staff in regular and permanent positions at the University of Dhaka;
  • All departments, offices, and units responsible for salary administration and human resources management.

5. Definitions

  • Pay Scale: The standardized salary structure as defined by national pay regulations and University financial policies.
  • Discrimination: Any unequal treatment in salary, benefits, or career progression based on personal attributes such as gender, religion, caste, age, or minority status.

6. Policy Standards (Pay Scale Equity Framework)

6.1Equal Pay for Equal Grade

  • All employees in the same grade and with similar experience and qualifications shall receive identical pay.
  • Salary and benefits shall be based solely on qualifications, experience, and institutional responsibilities.

6.2Non-Discrimination

  • No salary differentiation shall occur on the basis of gender, religion, age, social status, or minority background.
  • Male and female employees assigned to equivalent responsibilities shall receive equal pay and opportunities.

6.3Implementation of Salary Structure

  • The salary structure shall follow the national pay scale guidelines and relevant government policies.
  • Departments must ensure that salary assignments, revisions, and promotions comply with this policy.

7. Implementation Responsibilities

  • The Registrar’s Office shall oversee enforcement of this policy.
  • All units handling payroll must verify compliance with non-discrimination and equity provisions before finalizing salaries.
  • Heads of departments shall report discrepancies or exceptions to the HR Office immediately.

8. Monitoring & Compliance

  • DU may conduct periodic audits to ensure adherence to this policy.
  • Non-compliance may result in administrative action, salary correction, or disciplinary measures.
  • Continuous monitoring shall ensure equitable treatment and transparent salary management.

9. Review of Policy

The policy shall be reviewed periodically to ensure consistency with national pay regulations, the University of Dhaka Order, 1973, and evolving institutional requirements.

10. Effective Date

This policy shall take effect upon approval by the competent authority of the University of Dhaka.
