Modern Slavery Prevention Policy

1. Title

This policy shall be called the Modern Slavery Prevention Policy of the University of Dhaka.

2. Legal Basis

This policy is framed in accordance with:

  • The University of Dhaka Order, 1973, particularly the authorities related to administration, service conditions, and appointment;
  • Applicable national labour laws and government service regulations;
  • Established rules outlined in the University Calendar.

3. Purpose

The purpose of this policy is to ensure that the University of Dhaka maintains a work environment and institutional supply chain free from all forms of modern slavery, exploitation, or coercive labour practices.

4. Scope

This policy applies to:

  • All employees of the University of Dhaka;
  • All contractors, vendors, outsourced service providers, and third-party agencies engaged by the University;
  • All recruitment, service, procurement, and operational processes.

5. Definitions

For this policy:

  • Child Labour means employment of persons below the legal minimum age as defined by national regulations.
  • Forced Labour refers to any work obtained under threat, coercion, or without free consent.
  • Bonded Labour refers to work performed in exchange for debt, financial bondage, or any form of servitude.
  • Exploitation includes unfair, coercive, or abusive employment or contract conditions.

6. Zero Exploitation Chain (Core Principles)

The University of Dhaka commits to a strict zero-tolerance framework for modern slavery. The institution ensures:

6.1 NO Child Labour

No person below the legally permitted employment age shall be engaged in any capacity within the University or through contractors.

6.2 NO Forced Labour

All employment must be voluntary, with employees retaining the right to accept or refuse work without coercion.

6.3 NO Bonded Labour

The University prohibits any work linked to financial bondage, debt, withholding of legal documents, or restriction of movement.

6.4 NO Exploitative Contract Conditions

All contractual terms must follow national rules and DU’s approved procedures, ensuring fairness, transparency, and dignity.

6.5 Mandatory Contractor Verification

All contractors, outsourced agencies, and vendors must undergo verification to ensure their compliance with labour laws and DU’s zero-exploitation standards.

6.6 Worker Rights Orientation

Employees and contracted workers shall receive briefings on labour rights, workplace safety, and grievance procedures.

 

7. Implementation Responsibilities

  • The Registrar’s Office shall ensure institutional compliance.
  • All procurement and administrative units must verify contractor adherence before finalizing agreements.
  • Heads of Offices, Departments, Institutes, and Centres must maintain vigilance against any form of exploitative practice.

8. Monitoring & Compliance

· Relevant university committees shall monitor adherence to this policy.

· Any suspected violation must be reported confidentially and investigated promptly.

· DU reserves the authority to suspend contracts, impose sanctions, or take administrative action against violators.

9. Review of Policy

This policy shall be reviewed periodically to remain aligned with updated national labour standards, DU Order 1973, and institutional requirements.

10. Effective Date

This policy shall be effective upon approval by the competent authority of the University of Dhaka.
